In a press release dated 27 August, the DRC’s Ministry of Finance reminded gambling operators that Ordinance No. 25/293 formally transferred responsibility for regulating the sector from the Ministry of Sports and Leisure to its own remit.

In the Ministry of Finance’s view, this ended “any institutional ambiguity” over who should oversee the DRC’s gambling industry.

“The Ministry of Finance reaffirms its determination to drive the reform of the gambling and games of chance sector in accordance with government directives, while upholding legal certainty for operators, transparency in activities and the protection of the Public Treasury’s interests,” said the press release, signed by Alain Malata Kafunda, the chief of staff to the DRC minister of finance.

On the question of who should be responsible for maintaining this understanding, participants favoured a shared model rather than placing the burden solely on one party. 

Before betting, they accepted personal responsibility provided that information was clear. 

During immersive play, however, they wanted operators to take a more active role, through mechanisms such as pop-ups and reality checks.

The move aims to clean up the gaming sector by cutting ties between casinos, cyber-fraud operations and untraceable money flows. Deputy Prime Minister and Minister of Interior Sar Sokha warned that any casino found breaching the suspension after it takes effect risks licence revocation and further legal consequences.

In August, Cambodia’s state news agency, AKP, reported that authorities had inspected 195 licensed casinos nationwide as part of a broader anti-scam crackdown. This resulted in the revocation of 20 licences and the suspension of 29 others, with an additional 23 licences lapsing naturally. 

Touch Sokhak, deputy spokesperson of the Ministry of Interior, emphasised that the operation seeks to prevent Cambodia from becoming “a safe haven or money-laundering base for technology-related criminals”.
